Ultimate Tech Upgrade not living up to the hype

Be sure you are checking the results of your equipment upgrade BEFORE you actually commit to using the Ultimate Tech Upgrade from the last event. I found that it was only boosting my Tilly's Review-Pending Modified Shield capacity a total of 130 or so, going from level XII to XV. Not much of a gain when you think of a shield going EPIC. lol
I've reported it and it's being looked into, so hopefully it hasn't caught you off guard.
I've also notice on many potential upgrades that going from ultra rare to epic will cause the quality of a piece of equipment to go down slightly if it upgrades to Epic rarity. Not sure why this happens, but it is common for me to see this and it makes me wonder why I would want an epic piece over a very rare if I lose quality/hp on a shield for example. Help me out here if you know what's going on. Am I just missing something?
