Mark 2 rewards for a level 65 fleet admiral

I've been trying to get set gear for my newest level 65 fleet admiral, and playing thru the missions that reward set pieces have been giving me Mark 2's on the first play thru.
It's only the first time playing the mission, subsequent runs give me the appropriate level gear.
This has happened on three separate missions.

    Can you be more specific? What three separate missions?

    Don't know how things are happening for you or what missions you've having issues with, but one thing I've noticed is that the levels of the rewards are normally decided when you first accept the mission. If you drop a mission and re-accept it, then it ought to adjust the rewards to a higher level. That said, some people might like getting MK II rewards, so they could use Phoenix upgrades on them and hopefully upgrade their quality to Epic by the time they're MK XV.
