Can't change trait in the new upgrade trait slot

It appears that the new "upgrade" trait slot is now bugged in two ways I have seen the post about it removing the trait after people log out, My issue is the trait that is located in it should be and was interchangeable as all traits are. As of last week that suddenly changed no matter how many time I swap out the trait (the process to change it in traits looks like its worked as it would normally ), it immediately reverts back to the previous trait as soon as I change maps ( enter TFO etc.) Raised a ticket 3 times, was told " it looks like a bug , report it on the bug site" thanks, very helpful after spending £30 on a ship just for its trait to fill the slot on my primary!

Tried the following to no effect, Swapping trait and saving loadout, Swapping trait and logging off, swapping trait and changing Alts, Leaving trait blank and saving loadout, leaving trait blank and re-logging. Nothing had any effect
