I have a Jem'hadar (Jemmy@downdigger) character that can not use the mission reward manuals Destabilizing Resonance Training Manuals.

I attach a picture for your reference why can I NOT use them?

    Did you click Learn? If you did and it did not work then the bug involving the Destabilizing Resonance Beams training manuals still exists after the House Shattered update. Also, if you have not already don't forget to respec that toon.
