When double-clicking on Holographic Julian Bashir from the Medical Giveaway Pack:

Unable to use faction appropriate medical support science officer. No Rewards Generated. You have reached the limit of officers you can have of this type.

I've checked my roster twice - I have ZERO Julian Bashir holograms on my bridge crew. I have zero Julian Bashir boxes in my bank and account bank. I have three open bridge crew slots on this character and have spare slots in my candidate roster. What am I missing?
