Cannot open Requisition Box bought from Exchange

I raised this issue with GM who was very prompt in helping me and asked me to post in bug reports.
The details are as below.

*Issue flow:
I am Romulan and aligned with KDF.
I am now lvl 65(fleet admiral)
I bought "Requisition Pack - Mirror Universe Vo'quv Carrier" from Exchange using Energy Credits. As per wiki I should be able to use it,
But, when I try to open/unpack the box it gives me the following error message in chat window -"You do not meet the requirements for this item."
