However even the Promo Connie and the Mirror Connie will have the Type 0 hull material. Hell... even the Kelvin Connie has it.
It may not be the perfect solution for everyone who owns those variants, but... its at least something. Hell... the Kelvin Connies also have a nacelle variant with red ramscoops rather than the normal blue.

Aye, tis how I fly my Konnie, type 0 skin, red ramscoops; blue ramscoops disturb me. The black bits are a bit excessive, but nothing horrible. 😄

With access to the Legendary variant, I've kitbashed my Intel Konnie with the Beyond saucer. I just can't stand the pylons or the neck on the Beyond variant. I will admit though that the red ramscoops don't look bad, even with the standard Konnie hull material
Hell... I have a Phase II Connie using the Refit Hull rather than the Jefferies Hull.
The big turnoff for me with the Picard-era ships in STO was the limited, expensive access:
La Sirena is a Promo Pack Ship. I never cared too much for how the ship looked in the show, nor the idea behind it. Keeping it tucked away as an expensive Promo Pack release on top of that guaranteed my disinterest.
Starfleet ship Inquiry was made into an expensive Promo Pack release instead of a normal faction C-Store release. Gotta monetize it more, somehow, eh Cryptic? The visuals aren't the problem. It's another Picard release tucked away into expensive ships.

That might not have been Cryptic's choice. Remember they still have to answer to CBS, the IP holder. If the Powers That Be say not to make it easily available, then there is nothing Cryptic can do. They must accept the Word of IP Holder.
The fact of the matter is we don't know if it was by choice or by decree of the overlords.
IMO with the canon ships, like the Inquiry, put in promo boxes, I lean more towards most likely CBS Decree rather than Cryptic's Choice. I mean if they could have put a Connie in the C-Store, they probably would have because that is guaranteed income due to the popularity of the Connie. But CBS said No.
This is the thing with an IP that isn't owned by the company producing a game. They must answer to the actual IP Holder on what can and cannot be put in, and what goes where.
