Ultimate Enhancers Bug?

Anyone ever have a problem with Ultimate Skill Enhancers not unlocking; although you have 24 skill points spent in a specific path and 3 skill points unspent? I've done this at least a couple of dozen times and this is the first time I'm unable to choose Ultimates.
