Highly Specialized Trait doesn't refresh stack timer

The ship trait Highly specialized is supposed to give a stacking buff on using a specialist BOFF power, such as temporal BOFF powers. While it properly adds a stack of the buff on using the BOFF powers, unlike every other stacking buff, it doesn't refresh the timer for the stacks. This effectively means it is near impossible to actually stack it up as intended.
So, using a specialist power, the trait adds a single stack of the buff. This has a 20s timer. If you use another specialist power, it will add another stack. However, the timer on the initial stack doesn't reset. The first stack will always end 20s after it was initiated, and the second stack will end 20s after it was initiated, and so on. This is unlike any other stacking buff from ship traits that have a timer on it where a second stack will always refresh the timer on the initial/existing stacks and can be kept up continuously at maximum stacks.
Fix should be simple, make subsequent stacks refresh the timer on the existing stacks of the buff.
