frame rate drops when using Winamp

Just installed STO on my new gaming PC, and I'm having the same frame problem as with my old PC:
The frame rate, or Frames Per Second, drops to have when I start up winamp during gameplay.
This has been going on since fall of 2019, I think? Maybe 2018?
At first, I thought the problem was my old PC being old. But since I have the same problem on my newer PC, that I just put together, I figure the problem is with STO itself.
Can anyone help me out? Please?
