UI Buttons Greyed out!

Having an issue with my KDF Tactical Officer. UI Buttons for Transwarp, Task Force Operations are greyed out. I have about 10 missions that I am unable to drop that may be causing the issue. Looking for suggestions or work arounds to make this character playable again. I would appreciate any thoughts or suggestions.
