Temporal Negotiator

I just finished up a KDF Delta Recruit, but I'm unable to claim my Temporal Negotiator from the menu. It gets stuck in the "claiming" state and never finished. Meanwhile, a message saying "unable to claim" pops up on my screen every few seconds. I've tried changing maps and logging in and out. It remains stuck at "claiming," and the annoying pop-up won't go away.
