As someone who uses the DL Exchange all the time I can confirm that it works real fast. If you try to buy Zen for a price below the current market value, you will generally not be able to do so until someone posts some Zen for that price.
It is purely a player driven economy that fluctuates based on in game events such as C-Store sales, new lockboxes (which drives the demand for keys up, and thus the demand for Zen), and new C-Store releases.

I figured out what I was doing wrong. I would offer a sizable sum of dilithium for a lot of Zen, and then wait. I didn't realize that the exchange works much faster. It appears to work best if I but Zen in small amounts.

If you want to buy Zen for, say, 320 dilithium per Zen, then not much will happen if the price has moved to 321 while you were placing your order.
