Skill tree issue.

So I re-did (retrain) my Captain's skill tree to basically change thing one skill and one skill only. However I noticed that the Advanced Weapons Amplification skill (Crtd) does not change anything. My base should be 50% plus my 30% from my maxed endeavor for 80% Critical damage. That is how it shows up on my other toons in sector space with no traits or equipment. That shows up on my stats page. But twice now, (yesterday and just now July 2nd) I retrained my skills and although I put points in all three spaces for Advanced Weapons Amplification (critical damage) nothing changed....not one single solitary percentage. It should have risen 40% to take it from my base of 80% (50% base plus 30% endeavor) to 120%. I checked each time I added a point and not once did it change. My hull repair rate and my turn rate also dropped my stat page when all was said and done, although my points spent in that part of the skill tree did not change. So is this a known bug, something new? Did I just blow two captain retrain tokens and ruin my skill tree? Curious minds are very curious (and slightly pissed off) and would like answers.
