Fek'Ihri Fe'rang missing weapon power

According to both the wiki and the in game description of the ship it has a +10 to weapon power but I just unpacked one and gave it to a character of mine and I was setting the power to how I want it and with weapon power set to a 100 I wasn't getting the 10 weapon power bonus it should have.

Base with skills I should have a 117 weapon power but only was getting 107.
