Can't start mission Werehouse and unlock Yesterday's war

I seen reddit articles dated 2016 were players can't access the Werehouse mission and some can't unlock the yesterday's war. I would think by now that's fixed so what did I do wrong. I rebooted my Xbox even waited till I'm mxed level and I made sure my auto hailing is on. Is there something I'm missing or is there a work around? I sent this to Xbox gamly bug report so I don't know it got to PC no way to delete this?
