Bug when opening packages on a KDF aligned romulan

According to support this is a bug I have encountered so I am posting here. Yesterday I got given a Mirror vo'quv carrier that I wanted to use on my romulan who was KDF aligned.
But when I tried to open the package, it said I do not meet the requirements, this is the 2nd time a KDF ship, which is usable on Romulans has given the same message and it is getting on my nerves. Arc please fix your game so people don't have to suffer what I suffered. All of this for wanting to fly a carrier, honestly.
