Claiming Legendary Romulan Captain Bundle

in C-Store, ZEN, and Promotions
I purchased the Legendary Romulan Captain Bundle to boost a romulan toon to 65. After buying it, I can't find where to claim it. It's not in the promotion tab nor in my inventory or mail. Where do I go to claim the boost and all of the stuff that came with it?

    Just bought this on a newly created level 4 male Romulan engineer (skipped the tutorial when it gave me the choice), found it under Items, but it's red and telling me "You do not meet the requirements for this item". Tried to log just the character out and back in, and it didn't make a difference. Completely logged out of the game, rebooted the console, relaunched the game, and... still can't claim it. Already have 4x other characters at level 65. Issue is repeatable on both Xbox One S and Xbox One X.

    Solved it myself: you have to complete the initial mission "Explore the Flotilla" before the item can be claimed.
