Unable to send unbound duty officers to other characters on same account

After the 6-2-20 update I am no longer able to attach unbound duty officers to a self-addressed in game mail and move them between player characters.

None of the characters on my account have inventory overflow; all characters have sufficient open space in their duty officer roster.

Release notes for the update make no mention of changes to the mail or duty officer systems, so I am inclined to believe there is a bug involved here. If I am mistaken, please let me know.

It´s like that for 3 days now. Mail is not working. On top of that I did not receive bonus dil for tour of duty and reputation lvl 5. SHAME ON YOU DEVS.
