Fleet Ship Module in Groupees pack not read by Vendor

I purchased the Groupees bundle with the Somerfield/Balth and fleet module. When i go to a ship vendor to purchase a fleet ship with the fleet module in my inventory, the vendor message says i do not have any fleet modules. Verified I have permissions to buy from fleet stores and that shipyard is properly upgraded (full level 85 fleet). How do resolve so that i may purchase a ship with this fleet module?
