Destabilizing Resonance Beam Boff Ability

I have tried repeatedly to train either my Vanguard JemHadar or Kentari Science boff in this ability for the last two days after having crafted the manual via the R&D system. The manual is in my inventory and still no matter whether I'm in space or ground, I still can't train them in this ability. Can someone override the system and give this ability to either Durak'Usan or Becaal? It's a little frustrating to have a manual that I cannot use or train a boff with.
