I cannot form the set of four on the Kobali Samsar Cruiser T6

I have the Kobali Samsar Cruiser T6 with the universal console Regenerative Integrity field which together with Defense Platform - Fleet Support Platform and Tachyon pulse (from the bundle command starfleet Battlecruiser T6) forms and set of four. Now I can't form that set of four on the Samsar but on the Command starfleet Battlecruiser(s) i can do that. I specially bought the bundle command starfleet Battlecruiser T6 to form this set on the Samsar, is there is a way that this is possible.
