Amarie-class Quartermaster does not trade commodities to KDF

Amarie-class Smuggler's Heavy Escort has full trader ammenites (I think).
But the Quartermaster in Cargo hold works different for Feds and KDF (and KDF-allied).
- For the Fed he is a Commodities trader (with low prices).
- For KDF and KDF allied Romulans and Jem'Hadars activating the Quartermasters brings up Operation Officer dialog (DOFFs assignments oficer).
Is that on purpose or it is a bug?
I checked it on Fed, KDF (Farasan), Romulan allied with KDF (Reman actually) and Jem'Hadar allied with KDF.
The Amarie-class ships were from Mudd's store, from the latest bundle.

I also have this problem with my KDF-affiliated Romulan character. I think this must be a simple menu assignment mistake. There is an Operations Officer NPC on the main bridge of the Amarie that already offers the Operations Officer menu; the Quartermaster NPC in the cargo hold should offer the Quartermaster commodities trader menu, as original poster mentioned, not the Operations Officer menu.
