Upgrade bug perhaps? Jem'Hadar Polaron Full Auto Rifle remains rare quality

Correct me if I am wrong, but once you get an item upgraded to level 15, if you max out the upgrade again, it goes up in quality not rank. I maxed out the Jem'Hadar Polaron Full Auto Rifle twice after it hit level XV, and it is just remains rare quality. I do not recall any other item I upgraded past XV staying the same quality, instead they went up in quality. Is this item bugged or did I not understand something?
