Sarish Minna (Hologram) Command Specialist Abilities

Sarish Minna doesn't have the default command specialist abilities enabled (1 for Ensigh, 1 for Lieutenant, 1 for Lieutenand Commander .. etc ...) and when i drop a [Specialization Qualification - Command] item in my inventory from my bank then the LEARN button of the default abilities goes ENABLED. Nothing happens when i press it though.
