Tactical kit module "Piercing Strikes" and "Mudd's Time Device" bug

This module does not work in conjunction with "Mudd's Time Device". Activating it does not provide CDR to other kits, when clicked once or twice (as it's a kit with dual-function). Also it doesn't receive CDR from activating other kits.
If this is a common thing with dual-function kits IDK, I only had this available.
