This module suffers from the same bug that "Cryotronic Modulation" used to have, which was fixed a while back.
From patch notes 4/4/19:
"Resolved an issue that would cause an activation of Cryotronic Modulation to do nothing if you were already affected by the power."
Also, when used in conjuction with "Mudd's Time Device", Motivation activates on itself the 15% CDR (or in this case it's more than that, maybe twice). This is what lead to this bug discovery, as it was easy to get CD below it's own uptime.
