I picked up the assimilated dual plasma pistols from our fleet bank. I selected the item from inventory, selected upgrade, applied 1 universal tech upgrade, then applied a rare catalyst, I then hit a to confirm, and the game stalled, I hit a again to see if it was a glitch, and upon exiting the upgrade screen, I looked and the upgrades had not applied, and all of my three remaining universal tech upgrades and the rare catalyst show as used and are no longer in inventory or R&D bag.
