Per the initial event announcement, the toy rocket device and the Phoenix small craft holo-emitter are meant to either bound to account or reclaimable on every character: https://www.arcgames.com/en/games/playstation/star-trek-online/news/detail/11386403-defend-first-contact-day!
However when I claimed the rewards today, I see that both devices are bound to character and are not in either the Event reclaim tab nor the Dilithium Store reclaim tab.
