Dyson Sphere Gateway Missing from map

I have been playing one of my characters at level 35-40 and playing through the Solanae Dyson Sphere arc, which I have completed but the Gateway auto-travel link is missing from my character's map. It is available on my other characters that are level 60+ but not on this character. I have to fly to the Jouret System and then fly manually to the gateway in order to access the Delta Quadrant or the Voth/Undine Battlezones. I just wondered if I have done something wrong or is this an unintentional bug?
EDIT: Is it also possible that the link won't appear until Level 50? Originally before, episodes were level capped until they were all unlocked for all levels.
EDIT 2: Ok, so it turns out that it appears once you reach Lv50. This needs to be addressed as now the story missions can be accessed at any level; silly that...
