The boff that you receive is a purple boff. I finally got around to finishing off my delta recruit and instead of stubborn he had "basic stubborn", as far as I can tell this is a fixed reward, I think appearance and name is random, but not only should the traits be fixed a purple boff should never have a basic trait.
