technically no however when the devs have added canon characters they've used the orginal actor when ever possible (as it allows them to use the likeness of the actor instead of using a generic NPC and hoping that's not too close the actor's likeness while being close enough to be recognizeble as the character, which is a razor thin tightrope to walk on).
Christopher McDonald played Richard Castillo in Yesterday’s Enterprise. I’m not sure, but I don’t think he did the voice in the game. At least it doesn’t sound like Mr. McDonald.

Also IIRC that princible is rather new, stemming from Delta Rising or so when they realized they could get Trek actors to reprice their roles without it being a massive issue.
