Liberated Borg DoFF not available for active duty

The new Liberated Borg Tactical Security DoFFs do not show up in the list for active space duty officers for my Romulan character. They do show for every other faction.

I have found that it depends on which faction your Rom is allied with. If you obtain a bord DOFF on a Fed allied Republic character and then transfer to a KDF allied Republic character, you will not be able to use the DOFF. For some reason, the liberated borg DOFFs are faction locked (it makes no sense). I wasted tens of millions getting lib borg DOFFs only to find out I could not use them on my KDF allied Reman.

Rom/fed is my alignment, and no that's not the problem. It doesn't matter if they are fresh out the box or purchased the tactical security borg doffs do not exist in the active roster.
