I purchased this today and was going to claim it on a couple of my Fed characters. It worked fine on my Fed Human but the option to claim it on my Fed aligned Romulan isn't there. This seems quite strange considering The Doctor hologram is claimable on all Federation characters, including Fed aligned Romulan's. Is this working as intended or a bug? I really hope it isn't working as intended.
