RRF bridge officers are not using combat pets

There appears to be an issue with RRF bridge officers not using combat pet devices, except for the Combat Trained Tardigrade, during ground combat.

KDF bridge officers are unaffected.

The issue affects:

- Tutorial officers (Tovan Khev, Satra, Veril, Hiven)
- Delta Operations Pack officers (Liberated Borg Romulan Female, Reman Male, Romulan Female)
- RRF officers of all departments purchased from the exchange.

Tested with:

- Horta
- Eisilum Crystal Horta
- Bio-Engineered Furiadon
- Shard of Possibilities

Character Details:

- RRF Science Officer: Level 65
- Liberated Borg Romulan (female)
- Ally of the Klingon Empire
- Galas Surveillance Explorer Warbird [T6]

Steps to Reproduce Bug:

1) Equip a combat pet in a bridge officer's devices slot
2) Enter a ground map
3) Engage in ground combat.

Expected Actions:

1) Bridge officers summon their combat pets during combat

Actual Actions:

1) RRF officers do not summon anything (unless they have a combat trained tardigrade equipped)
2) KDF officers use all summon devices during combat as expected
