Fleet Lukari Bridge Officer Multiple Bugs

Hello, so I've been advised by a GM Kezo to post here also.
So I finally saved up enough to buy a Fleet Lukari Bridge Officer yesterday but I have since had at least two bugs / problems.
Problem 1: The Lukari won't learn any level of "Destabilizing Resonance Beam".
I have the manuals in my inventory. The "Learn" button appears in the skills tab; when I press learn a popup appears stating the required Expertise, you can click "Accept" and the sound effect occurs. However the Lukari won't learn the skill and the manual remains in my inventory.
Problem 2: The Lukari isn't able to use Gravity Well (GW) Lvl 3.
In space whilst slotted the button is disabled and can't be pressed or activated. Hovering over the GW3 skill - none of the extra modifiers from talents/duty officers/equipment appear. However I can slot in other Commander lvl abilities including GW2 and use them without issue. It specifically appears to be GW3. I have tried swapping ships, swapping the Lukari out then in again, load default abilities and the like with no results.
I spent a lot of fleet credits and dilithium to buy the Fleet Lukari Bridge Officer that I can't at the moment just discharge him and buy another. Could I get some help please?
