Character bound items from the "10th Anniversary Legendary Starship Premium Bundle"?

Hi,
the item [Promotional Specialization Point Bundle (x2)] from the "10th Anniversary Legendary Starship Premium Bundle" are - unlike all other items from the package - bound to character.
They aren't mentionned in the list of items here, so they appear to be some kind of bonus. But is that still an error? I mean, I was able to transfer all other items to the account bank...
