Bug with Fed elite starter pack (missing item)

I got the starter pack and noticed I am missing the Borg Bridge officer from it. I have tried looking through all relavent tabs as I have a few free slots and wanted to fill one of them, but I can not claim it despite it being part of said pack. I am not surer why, though it is a bit of a downer as I wanted to add some more borg tech with some of the recent additions to the game.
