Not unlocked for whole account: vizier class command assault cruiser (T6)

in C-Store, ZEN, and Promotions
Brought the vizier class command assault cruiser and it says that "This ship unlocks for the whole account", but right now only one character was able to redeem the ship. Is this a bug?

    There's a weird thing going on with the Vizier. You can't reclaim it from the sales tab, you have to claim it directly from the mudd's store tab. Threw me off too but after futzing around for a bit I luckily noticed that.
