Missing training and missing emotes

So I noticed something the other day. We can no longer use the Q's Winter Wonderland Manuals on PS4. We can buy the manuals, but any space manuals (ie. let it go, Very Cold in Space, Best Served Cold) are no longer usable. Another thing that is missing are space emotes. I used to have all of them unlocked on my main character, but those too have disappeared. Even my alts are missing the emotes. Any ideas as to when this will be fixed?
