No helmet option for Jem'hadar vanguard

I created a jemhadar Vanguard character for roleplay reasosns that involve using the Herald combat armor... after spending lobi on the sets, I found that I do not even have a "helmet" option while in the tailor.

Is this a bug, or by design?
