Kobali Warfare Specialist [Personnel Reward] bugged: Can't reclaim

Is the mission: "A New Warfare" on Kobali Prime bugged? I can't seem to reclaim the purple rare duty officer again. You used to be able to get J'Tynsen (KDF) & J'Tenall (FED) more than once and be able down grind at the duty officer exchange at both the academies. Now he won't show up at all to downgrade for lesser doffs. The boxes aren't stored in your inventory anymore when you repeat the mission and get only blue/green quality (use to drop random purples).
I dismissed my Kobali Warfare Specialist on my dominion character on KDF side and ever since I have been unable to reclaim a new purple Personnel Reward Kobali Warfare Specialist.
Is this a feature made by Cryptic or is it indeed bugged?
