Can't Reroll Personal Endeavors

Ran into this bug where I couldn't reroll my 3rd(or Very Rare) Endeavor, despite having 50 Reroll tokens available. I relogged in with several different characters on my account, and even closed & reopened the game but the issue still persisted.
