Cannot requisition Orion Hanger Bays (buggy, oh so buggy!)

I tried to requisition two specific Hanger Bays in Elite Quality:
But one of the Hanger Bays was locked out and the other was not on the list at all:
I checked all the variables I could think of as to why it was not working, I have the relevant vendor permissions,
I own the ship unlocks required
and I have provisions in the starbase to purchase the hanger bays.
So given that one of these hanger bays is missing from the list and the other is permanently locked out, I think this is a bug that needs to be examined and fixed.
