[Map] Talk to Transporter Operator at KDF Fleet Starbase

Unable to use action "Talk to Transporter Operator" while standing on the transporter pad at the KDF Fleet Starbase.

As the fleet starbase acts as the travel hub for the other fleet holdings, this gets annoying when transitioning between holdings to complete daily tasks.

Character Details:

- KDF Tactical. Level 65
- Liberated Borg Klingon (female)

Steps to Reproduce Bug:

1) Visit KDF Fleet Starbase system
2) Dock
3) Arrive on Transporter Pad
4) Attempt to talk to transporter operator in order to travel to another fleet holding.

Expected Actions:

Able to select "Talk to Transporter Operator" while standing on the transporter pad & without having to move off it.
For reference, see transporter room at Qo'noS First City for the expected behaviour.

Actual Actions:

It behaves like the criteria for the "Talk to Transporter Operator" action appearing is not "player character is standing on the transporter pad" but "player character has line of sight to the transporter operator" and that line of sight to the transporter officer is being blocked by the console they are standing behind.

To interact with them you need to position your character to the side of the console near the stairs on the right or the ramp on the left.
