Rewards in new event system can't be reclaimed on new accounts as early as old ones

When you create a new character, the Events tab is disabled and inaccessible and as such, the reward reclaim is inaccessible.
For items, this isn't necessarily an issue in the tutorial, but for ships it is.

Here's the scenario:
Create new Jem'Hadar character, complete the first tutorial mission and speak to Loriss.
She tells you to go to requisitions to set up your ship.

At this point you can start claiming ships and choose one to fly.
For past event ships, you can access them via the Event Reputation tab.
However starting from the Mycelial event, nothing past that is accessible (including the Elachi ship), since those items don't appear in the legacy reclaim store.

We need a reclaim system not tied to the availability of that tab, unless Cryptic has decided to restrict the ability to reclaim items, in which case why does the Reputation reclaim still exist?

Just for good measure, I checked the Dilithium store, and it was completely empty (not unexpected though):
