The Ninth Rule - Madran didn't spawn/decloak

Cleared the first two waves, and I'd played this enough during the Elachi event to know something was wrong when I didn't see Madran's ship at the next objective. The third wave spawned after the dialogue, and Madran's ship never appeared leading to the mission becoming unable to progress at the tractor beam stage.
