As told during a ticket I made by email to Support, I'm posting this here for reference. It has been edited.
Days ago (last week) I wrote a ticket within the game (Star Trek Online) to Support about a missing duty officer on the roster of one of my characters. I checked today and discovered that I am missing the same exact duty officer on another character. In addition, this other character is also missing seven other duty officers. All of these officers were rewarded within the last two or three weeks of activity. I do not remember what date exactly, but I will estimate that it was between today and September 1st.

Between Sept 1 and Sept 20 (This is the time frame of when I noticed things were happening.)
Last time, the result was that I received the missing duty officer I wrote a ticket about, and I am very grateful. I was then told to be careful not to discard duty officers in the future. Good advice. However, the truth is, I did not discard that duty officer, just like I did not discard these. Allow me to explain. My goal is to have my roster filled with only blue (rare) and purple (very rare) quality duty officers. This is to increase my success rate at completing 'duty officer assignments' with possible standard successes or critical successes. Because of this goal, there is absolutely no reason for me to discard any officer of either blue or purple quality. With that said, there has to be some other reason why these duty officers are suddenly missing. Either it's when I hit the "Collect Rewards" button or when (by some chance) the duty officers are placed in the 'overflow bag' when roster is full. Currently my roster is full, but I do believe I had space for the duty officers at the time I was rewarded. I could be wrong, and they probably were sitting in my overflow bag all of this time.
I checked the overflow bag. I have one green and one white duty officer there. None of the missing ones I stated above are in there. They are not in the roster either. Now, it is possible that I used an assignment to convert some of my green duty officers (doffs) into blue in order to make room, so missing green doffs is not a problem. (I completed one assignment where I converted several green into one blue, and that blue doff is missing). However, I would never do anything to get rid of my blue or purple doffs. I need them to achieve my said goal. My doff assignment log proves that I didn't convert the blue or purple ones.
In the process of elimination, after considering all that happened as of late, I came to the conclusion that there may indeed be some form of bug or glitch in the duty officer assignment system. Why? For example, during my former ticket, I expressed that I was missing the very rare doff named "Tara Wilda Trunnell". That same exact doff is the one I am missing on this character now. First it was my character Roz (a Fed) and now it's Sheetal (another Fed) that is missing the same doff. (I have not checked yet, but it's possible I am encountering this same problem with my other alternate characters.) I do not think that is a coincidence. I have been activating the same assignments on multiple characters in order to win higher quality doffs. These specific doffs are obviously missing during the same time frame as before. In addition, this seems to be a problem within specific doff assignments. Namely, 'Asylum' assignments, as in "Asylum of Earth". (I am missing one from "Asylum on Trill" also.) Also namely, "Investigate Defection" and even "Uncommon Duty Officer Reassignment".
Case in point, even if I were to have lost an item by 'human error', why would this be a continuous lost sequentially? It looks as if each time won a successful result on these doff assignments and was rewarded a doff, somehow, they did/do not get transferred into my roster. Could it be that because my roster was somehow/possibly full, I did not receive the doffs? If so, then they should be in the 'overflow bag' and they are not. It is possible that there is a bug or glitch with either the 'overflow bag' or the game's doff assignment system when it comes to rewarding the player. I can assure you that I did not lose those doffs by 'human error.'
There has been a number of disconnections and "server not responding" moments I have endured this month, and that includes game lag, client-side lag, as well as rubber-banding effect of sorts. Could this possibly be why I may not have received the doffs when rewarded? I do not know. I raise these questions because of the conclusions I came up with. I just hope that if there really is a bug or glitch, that it becomes detected and handled. I only met one other player that faced a similar problem, of not being rewarded a doffs he was supposed to have, which tells me that most players probably have not noticed this problem yet. It is however, common knowledge or awareness among players that the doff assignment system is bugged or glitched.
I hope that this report was informative. I also hope that this problem can be resolved somehow. It is very unfortunate to suddenly realize that my rewards were not received for weeks without my immediate notice. I will do what I can to make room on my roster, as usual, and see what happens from this point onward. Thank you for reading this report.
