problems with delayed overload cascade

Hello,

there are a few problems/bufs with the delayed overload cascade:

1. +% exotic damage (interphasic quantum distributor console as example) does NOT increase the damage
2. +% bonus exotic damage ( delphic tear generator, constricton ancor, battery - exotic particle floot, improved photonic officer) does NOT work
3. +% bonus exotic damage from exotic particle focuser proc work correctly, same with +% kinetic damage
4. no activation time for the ability
5. no shared cooldown with itself
