Failed to start new assignment : R&D : Omega Shard Project

I have 6 available project slots, and have been running concurrent Omega Shard projects in each for several days (for 5 shards each). Yesterday, I was only able to start 4 projects. On the 5th I received this error message: Failed to start new assignment "Special Event: Component - Omega Shard (Rare)". Today, after completing the 4 slotted projects, I attempted to start another, and received the same error.
I also attempted to try lower numbers of shards in each project. My only successes in starting the project were for 2 shards at a time, and even this amount Failed at least once. I've never seen this before.
I received a response to my bug report / ticket on this - where the GM asked me to post here to see if others have experienced this situation with a specific R&D assignment. I'd appreciate any suggestions or insight.
